Case No. 405 of 2023, which was registered for investigation under Sections 409/420/467/468/471 of the IPC. More than one and half years have passed and the investigation officer could not till date establish and/or collect any substantial material(s) to formulate a method and/or designed route for coming to an opinion regarding a report to be submitted under Section 173 of the Cr.P.C.

Needless to state that a letter of

complaint which was treated as the First Information Report involves a postmaster/staff of the Indian Postal Service.

The manner in which the accusation has been made, if it is found to be correct, is to touch the backbone of the financial system where general people repose faith in investing their hard earned money with the postal department.

Having considered that there is lack of efforts for collection of the material(s) by the investigating officer of the case, the ADG, CID, West Bengal will depute an officer of the Anti Cheating Section of the CID, Bhawani Bhawan, West Bengal.

The previous investigating officer(s), who had been investigating the case be called for by the ADG, CID, West Bengal to summarise regarding the work that they have done so that they can explain the same to the new investigating officer. The new investigating officer would take all

efforts and seek assistance of the office of the ADG, CID, WB, if he/she is stuck because of the materials and/or information not being furnished by the Department of Central Government, particularly, the postal service is concerned. All efforts be made to conclude the investigation within a period of six months. On each and every month, ADG, CID, WB will check whether there has been at all any progress in the investigation.

With the aforesaid observations, WPA 27421 of 2024 is disposed of.

Pending application(s), if any, is also disposed of.

Case Diary be returned to the learned advocate for the State.
