1. Parties are represented through their respective learned counsel.

2. Petitioner has prayed for following relief: "(a) A Writ in the nature of Mandamus directing the Respondent Authorities to take steps so that such malafide practices be inquired into and appropriate actions may be taken against the private respondent and his men and agent;

(b) A Writ in the nature of Mandamus directing the Respondent Authorities to consider the representation annexed as Annexure P-1 to this application;"

3. Relief (a) is vague/ambiguous. On a specific query from the Bench as to what are the credentials/antecedents of the petitioner, the petitioner could point out only para 2 of the petition.

4. Averments in para 2 of writ petition are not in consonance with Rules 55/56 of Rules Relating to Chapter-2, Public Interest Litigation of the Calcutta High Court Appellate Side Rules. The necessary ingredients for filing a PIL are not satisfied.

5. Thus, this PIL is not entertained. However, in the interest of justice, liberty is reserved to the petitioner to file a properly constituted petition.
