Mr. Sourat Nandy ...for the petitioner Mr. Pritam Chowdhury Mr. Debasish Basu ...for the State The grievance of the petitioner is that he participated in a tender proceeding pursuant to the tender notice dated April 26, 2023, for the installation of CCTV cameras within the concerned Gram Panchayat. The petitioner, however, was unsuccessful in the tender and thereafter sought the refund of his earnest money amounting to Rs. 25,206/-. Despite repeated requests, the earnest money has not been refunded.

It is submitted on behalf of the State that the concerned Block Development Officer, by a letter dated February 28, 2025, directed the Panchayat Pradhan, respondent no.8, to furnish reasons for the non-refund of the security deposit. No response has, however, been received from the Pradhan.

In the circumstances, there is no justification for keeping this writ petition pending. Accordingly, this writ petition is disposed of with a direction upon the Pradhan, respondent no.8, to refund the earnest

money to the petitioner within a period of two weeks from the date of communication of this order, provided there is no other legal impediment in doing so.

Accordingly, WPA 27238 of 2025 is disposed of.
