The petitioner has approached this Court being aggrieved by the non-grant of an electricity connection to his premises despite compliance with all the requisite formalities, including submission of an application dated 20.05.2024 and payment of the quotation amount raised on 06.06.2024.

It is evident from the record that the respondent-CESC Ltd. made bona fide attempts to provide the electricity connection on 19.06.2024 and 02.08.2024. However, these efforts were obstructed by private respondent Nos. 5 and 8, necessitating the petitioner's recourse of legal and administrative remedies. The petitioner duly lodged a complaint before Zinzira Bazar Inspector-in-Charge under Maheshtala Police Station and lodged a General Diary Zinzira Bazar I.C. G.D. Entry No. 632 dated 20.06.2024 and subsequently invoked the jurisdiction of Sub-Divisional Magistrate by filing MP Case No. 2262 of 2024 under Section 144 of Code of Criminal Procedure. By virtue of the said proceedings, directions were issued to maintain peace and tranquility in the concerned locality.

Being aggrieved by the inaction on the part of the respondent authority, the petitioner has filed the present writ petition.

Learned Advocate for the respondent- CESC Ltd. Submits that they are ready and willing to grant electricity connection, subject to the condition that adequate police protection is provided during the installation process.

In view of the obstructions faced by the respondentCESC Ltd. in fulfilling their statutory obligation, this Court deems it appropriate to direct the Zinzira Bazar I.C. under Maheshtala Police Station to ensure adequate police protection to the officials of CESC Ltd. during the process of granting the electricity connection to the petitioner's premises. 6.

The cost of such police deployment shall be borne by the petitioner who has sought the relief in the present writ petition. 7.

Consequently, the respondent- CESC Ltd. with necessary police assistance is directed to effect the electricity connection within a period of two weeks from the date of this order. 8.

With the aforesaid directions, the present writ petition is disposed of.

There shall be no order as to costs.
