Submission of learned counsel for the petitioner is that the work has been done in the name of dead persons and the amount has been deposited in the name of nonexisting persons and have been withdrawn. His further allegation is that the Scheme has turned into a scam and that certain political persons are taking illegal advantage of the scheme.

Record reflects that the petitioner has already filed the representation dated 4th September, 2020 before the respondent no.4, District Magistrate, Krishnanagar, Nadia and the said representation has not been considered till now.

We are of the opinion that the allegation which is made by the petitioner requires factual inquiry which can more appropriately be done by the respondent no.4. Hence, we dispose of the present petition directing the respondent no.4 to duly consider the petitioner's grievance raised in the above representation in accordance with law. It will be open to the respondent no.4 to conduct an enquiry, if required, and in that process an opportunity of hearing will be given to all the concerned parties. It will also be open to the petitioner to file the additional documents in support of his grievance raised in the representation.

Let this exercise be completed within a period of three months from the date of receipt of a copy of this order.

Petition is accordingly disposed of.
