Report submitted by the State is taken on record. The petitioner seeks to hold a political meeting in a private property of the Bansgora Bazar Committee, Khejuri on 30th November, 2025 from 3 pm. to 7.30 pm. The petitioner has been granted necessary permission from the Secretary, Bansgora Bazar Committee. In response to a letter written to the police authority in this regard, the petitioner has been informed through whatsapp that the meeting date may be changed.

Learned counsel for the State submits that examination for recruitment of constables of West Bengal Police is scheduled to be held on 30th November, 2025 throughout the State including the District of Purba Medinipur where there are eighty venues for the purpose. In response to the request made by the learned counsel, the petitioner agrees to hold the meeting on 1st December, 2025. The police authority has no objection to

the same subject to compliance with all requisite formalities.

In view of the above, the petitioner is permitted to hold the political meeting in the premises of Bansgora Bazar Committee on 1st December, 2025 from 3 pm to 7.30 pm. subject to following conditions:

I) Number of participants in the meeting shall not be more than two thousand at any point of time;

II) Sound system shall be used in the meeting within the permissible limits;

III) The meeting shall be made in an absolutely peaceful manner without any speech capable of incitement of violence or provocation;

IV) The petitioner shall provide the names and mobile phone numbers of at least four organisers who shall be responsible in the event of any untoward incident and who shall maintain liaison with the police authority;

V) The meeting shall not disturb the public at large, passers by, traffic movement or the neighbourhood in any manner whatsoever;

VI) The participants of the meeting shall disperse within one hour of completion of the meeting; and VII) The property shall be restored to its original position within two days of the meeting;

With the aforesaid observation and directions, the writ petition is disposed of.

There shall however, be no order as to costs.

Since no affidavit is invited, the allegations contained in the petition are deemed not to have been admitted. Urgent certified website copy of this order, if applied for, be supplied to the parties upon compliance with all requisite formalities.
