Learned counsel for the respondent no. 4 submits that the matter has virtually become infructuous since the work order issued in terms of the impugned tender process has already been executed to completion.

In any event, since the petitioner is unrepresented, the matter cannot be decided on merits.

Hence, WPA No. 27526 of 2013 is dismissed for default.

Interim order, if any, stands vacated.

There will be no order as to costs.
