Despite service of notice, NIOS is not represented. Affidavit of service and track report filed in Court are taken on record.

The petitioner is a working teacher appointed by the DPSC, Hooghly in the year 1999. She completed D.El.Ed. from the NIOS for the year 2017-2019. The petitioner's enrolment no. is 19121611504002. The petitioner initially did not qualify the examination. He subsequently is stated to have qualified in the same. The petitioner approached the respondents with online extract of marks, mark sheet and certificates which have not been accepted.

In those circumstances, since the respondents are in doubt as to whether the petitioner has qualified in the examination against the above enrolment number for the year 20172019, the Director/Chief Executive

Officer/Coordinator of NIOS, West Bengal is hereby directed to issue final mark sheet and certificates if the petitioner qualified in the examination mandatorily and positively within 45 days from the date of receipt of a copy of this order along with a copy of the writ petition.

Upon receipt of the originals from the petitioner, the respondents shall take appropriate steps for affording 'A' category pay scale to the petitioner from the very next day of the D.El.Ed. examination if he qualifies for the same.

The writ petition is disposed of.

There will be no order as to costs.

All parties shall act on the server copy of this order duly downloaded from the official website of this Court.
