In spite of service none appears for the State or the school authorities.

The petitioner's application for transfer had been made directly to the Commissioner, which is impermissible in law. The petitioner ought to have made the application before the school authority which would, thereafter, upon consideration, forward the same to the District Inspector of Schools and if found eligible, the DI would forward the same to the Commissioner. Since this prescribed route has not been followed, the petitioner is granted liberty to apply afresh on the self-same ground of transfer to the school authority by May 31, 2026. The school authority will take necessary steps including the medical verification to

dispose of the application and, if found eligible, will forward the same to the concerned DI by June 30, 2026. 4.

With the aforestated directions, the writ petition is disposed of. No order as to costs.
