Affidavit-of-service filed on behalf of the petitioner is taken on record. 2.

Matter is heard in presence of the learned advocates representing the petitioner and the Union of India.

Petitioner participated in the selection test for being appointed as Constable (G.D.) under Central Armed Police Forces (for short, 'CAPFs'). Petitioner after qualifying computer based examination, physical

P a g e | 2 standard test and physical endurance test participated in medical examination on 21st November, 2025 wherein petitioner was declared medically unfit as dental point of the petitioner was counted as 13. Thereafter, petitioner preferred review medical test questioning report of the medical examination and in review medical test which was conducted on 25th November, 2025 dental point of the petitioner was counted as 11. By preferring this writ petition, petitioner questioned review medical report dated 25th November, 2025. 4.

Learned advocate representing the petitioner submits that petitioner had to undergo root canal treatment in two of his teeth and one dental bridge treatment. According to the petitioner, those teeth in respect of which petitioner underwent root canal treatment need to be taken into consideration for counting dental points which had not been done in the present case as a result whereof petitioner was declared medically unfit.

Learned advocate representing the Union of India has opposed this writ petition based on review medical report dated 25th November, 2025. It is also submitted on behalf of the respondents that those teeth where root canal treatment was performed need to be excluded. 6.

While considering the rival submissions made on behalf of the parties Court finds it apt to consider the relevant part of the Guidelines for Recruitment Medical Examination in Central Armed Police Forces and Assam Rifles as revised in May, 2015.

Clause 9 (iii) of the aforesaid guidelines provides dental examination and according to the norms of dental examination, a candidate has to obtain minimum 14 dental points to be declared medically fit. 8.

In the present case, in review medical examination dental point of the petitioner was counted as 11 and while counting dental points, teeth of the petitioner where root canal was performed were not taken into consideration. Question is whether while counting dental points, root canal teeth of the petitioner need to be excluded or not. 9.

While going through norms relating to dental examination, it is found that a candidate will be allowed provided there are at least 14 dental points in his/her mouth and all these teeth must be sound and repairable. Thus, the minimum number of points required for a candidate will be 14. Well filled teeth will be considered as sound but no points will be counted for artificial denture. Therefore, it is not provided in the norms relating to dental examination that root canal tooth is required to be included while counting dental points. 10.

It is indisputable that petitioner has two root canal teeth and one dental bridge. Therefore, no relief can be granted to the petitioner. 11.

Writ petition stands dismissed. There shall be no order as to costs. 12.

Urgent photostat certified copy of the order, if applied for, be given to the parties, upon usual undertakings.
