The petitioner appearing in person submits that all payments have been received by him on 1st February, 2023. The petitioner also submits that the Headmaster of the school has been targeting him and the delay in making payment to him has been deliberate and willful.

Mr. Jahan, learned counsel appearing for the headmaster/contemnor No.3 submits that the matter was processed from his client's end. On 9th July, 2022 the calculation has been sent to the Additional District Inspector of Schools (SE). The delay, if any, has been with the authorities thereafter.

This Court is of the view that even a minimal delay from the side of a headmaster of a school towards release of dues to a teacher is unacceptable. Dues of a teacher must be given the highest priority since a teacher discharges function that should be termed as 'noble'. Any discontentment on the part of a teacher due to any conduct of the State, cannot be accepted.

The District Inspector of Schools (SE) of Howrah and the Additional District Inspector of Schools (SE) are personally present in Court.

The delay at the end of the office of the District Inspector of Schools (SE), Howrah is deprecated. The office of the District Inspector of Schools (SE), Howrah and particularly the Additional District Inspector of Schools (SE) concerned are warned against such conduct in future.

However, since the petitioner has received his dues finally albeit with delay, the contempt application shall stand disposed of, without any further orders. The personal presence of the alleged contemnors are disposed with.

Rule, if any, shall stand discharged.

There will be no order as to costs.

Interim orders, if any, shall stand vacated.
