In terms of order dated 20th January, 2026 a report in the form of affidavit affirmed on 27th January, 2026 is filed today and same is taken on record. Copy of the report is made over to learned advocate representing the petitioner.

Petitioner participated in the selection process for being appointed in the post of Constable (GD) in Central Armed Police Forces (CAPFs). In Review Medical Examination conducted on 20th November, 2025 petitioner was declared unfit on the ground of cubitus valgus as carrying angle of right hand was measured 27 degree and carrying angle of left hand was found to be 26 degree.

Learned advocate representing the petitioner based on X-ray report dated 21st November, 2025 of a private Medical College Hospital and another document dated 26th November, 2025 issued by Bankura Sammilani Medical College and Hospital submits that carrying angle of both hands of the petitioner is within the prescribed range and as such petitioner was required to be declared medically fit.

In Review Medical Examination Report dated 20th November, 2025 carrying angle of right hand and left hand were measured 27 degree and 26 degree respectively. In terms of clause VII (2)(a) of the Guidelines For Recruitment Medical Examination in Central Armed Police Forces and Assam Rifles of May, 2015 in case of male candidate normal range of carrying angle is 10 to 15 degree and in case of female it is 15 to 20 degree. However, candidates with carrying angle upto 20 degree may be accepted if the same is not associated with abnormality of elbow joint. During Review Medical Examination measurement of carrying angle of both hands of the petitioner was made in terms of the relevant provisions of revised guidelines of May, 2015 in order to find out whether petitioner is medically fit to join in the

disciplined force. Parameters for measuring carrying angle of both hands for the purpose of rendering service in the disciplined force might be different from the method of measuring carrying angle adopted by other medical authorities.

This Court is not an expert in the medical field and as such Court has to consider Review Medical Examination report on the anvil of relevant guidelines.

Moreover, object of medical examination of a civilian by a general medical practitioner/ hospital and medical examination by experts in Detailed Medical Examination or Review Medical Examination for the purpose of recruitment is completely different as standards of medical fitness for recruitment in disciplined forces are stringent and require assessment as per guidelines.

In the present case, as in Review Medical Examination carrying angle of both hands of the petitioner was found to be above the prescribed range (right hand 27 degree and left hand 26 degree) no relief can be granted to the petitioner.

Hence, writ petition stands dismissed.

There shall be no order as to costs.
