Let the details of Mr Talwar who has been appointed as arbitrator be forwarded to the respective parties for taking further steps in the matter. The department is directed to hand over the cause papers of the instant case to the arbitrator for proceeding with the arbitration.

The arbitrator is requested to conclude the arbitration proceeding at the earliest, but positively within four months from the date of handing over of all the cause papers to him.

The writ petition is disposed of.
