1. The petitioner was serving in the Military Engineering Services posted at Kalaikunda. He has been transferred to Nabagram in September, 2025.

2. Being aggrieved with the order of transfer he filed a representation before the authority in October, 2025 which was returned to him with the observation that he has to process the representation through the proper channel.

3. Reference has been made to an undated representation annexed at pages-71 & 72 of the writ petition mentioning that the subsequent representation was addressed to the proper person through the proper channel.

4. On a perusal of the said representation it appears that the same does not bear any seal or signature as proof of receipt of the same by the

authority. There is neither any postal receipt nor any email communication showing receipt of the said representation by the authority.

5. In the absence of any document in support of submission of the subject representation before the competent authority through the proper channel, the prayer of the petitioner seeking consideration of his representation cannot be allowed.

6. In view of the above, the instant writ petition is disposed of with the observation that, it will be open for the petitioner to apply before the authority in the proper manner through the proper channel highlighting his grievances.

7. In the event such a representation is made, then the same shall be considered and disposed of by the authority in accordance with law by passing a reasoned order.

8. The writ petition stands disposed of.

9. Parties to act on the basis of the server copy of this order duly downloaded from the official website of this Court.

10. Urgent photostat certified copy of this order, if applied for, be supplied to the parties upon compliance of all requisite formalities. (Amrita Sinha, J.)
