A building constructed under this poverty alleviation scheme does not require a sanctioned plan in terms of the first proviso to Section 19 of the West Bengal Panchayat (Gram Panchayat Administration) Rules, 2004.

Accordingly, there is no merit in the allegation made in the writ petition that the construction was undertaken without any sanctioned plan.

Accordingly, W.P.A. 28841 of 2025 is disposed of.
