1. The petitioner has filed the present writ application praying for a direction upon the respondent authorities to unblock the e-challan of the vehicle of the petitioner.

2. Learned counsel for the petitioner submits that the petitioner had the valid challan issued by the competent authority on 9th December, 2025 at 8:40 pm to 10th December, 2025 at 6:40 am but during the validity of the challan, the authorities have blocked the challan of the petitioner.

3. Learned counsel for the petitioner submits that the authorities have blocked the challan of the petitioner without giving any notice and without giving any opportunity of hearing to the petitioner. He prayed for

a direction upon the authorities for unblocking the challan.

4. Learned counsel for the respondents has submitted a report and submits that initially on 17th December, 2025 a notice was issued to the petitioner by fixing a date of hearing on 22nd December, 2025 but the notice was served upon the petitioner only on 29th December, 2025. Accordingly, the authorities adjourned the case and fixed the matter on 7th January, 2026 and issued a fresh notice upon the petitioner on 30th December, 2025 by fixing the case of hearing on 7th January, 2026. He submits that the notice was again sent to the petitioner by speed post on 1st January, 2026 which was duly received by the petitioner on 2nd January, 2026. He further submits that inspite of service of notice, the petitioner failed to appear before the authorities and the matter is still pending for taking appropriate decision.

Considering the submissions made by the learned counsel for the respective parties and the report submitted by the authorities, this Court finds that after blocking the challan, the authorities have initiated the case and issued a notice. The last date was fixed on 7th January, 2026 but the petitioner has not appeared before the authorities. The proceeding initiated against the petitioner is still pending before the authority.

In view of the above, the petitioner is directed to appear before the Additional District Magistrate and the Land & Land Reforms Officer, Paschim Medinipur on 18th February, 2026 at 2 pm with all documents and the Additional District Magistrate and the Land & Land Reforms Officer, Paschim Medinipur is directed to pass appropriate order after giving an opportunity of hearing to the petitioner within a week from the date of appearance of the petitioner before the authorities.

7. WPA 28721 of 2025 is disposed of.

8. All parties shall act on the server copy of this order duly downloaded from the official website of this Court.

9. Urgent Photostat certified copy, if applied for, be given to the parties upon compliance with all formalities. (Krishna Rao, J.)
