Learned counsel for the petitioner submits that the petitioner applied for electricity connection which was not given by the West Bengal State Electricity Distribution Company Limited (WBSEDCL).

Learned counsel for the WBSEDCL hands over a communication dated October 18, 2022 by the AE & Station Manager, Old Malda CCC of the WBSEDCL to the petitioner which indicates that it is not Techno-Economically feasible to undertake the scheme for effecting new connection to the private agricultural pump set of the petitioner, since a new Distribution SubStation is to be installed by drawal of HTOH line for which financial involvement would be greater than the value of Rs. 2 lakhs.

However, the WBSEDCL shall raise a quotation to the petitioner indicating the costs involved for giving such connection to the petitioner. In the event the petitioner is agreeable to pay the due amount, the WBSEDCL shall give such connection to the petitioner upon compliance of all due formalities in accordance with law.

Such quotation shall be raised by the WBSEDCL within three weeks from date. Upon the petitioner complying with the formalities if the petitioner so chooses, the connection shall be given to the petitioner at the earliest thereafter, positively within two months after such compliance of such formalities.

WPA No. 28208 of 2023 is, accordingly, disposed of in the light of the above observations.

There will be no order as to costs.

Urgent photostat certified copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities.
