The petitioner has permission from the Haldia Police to hold a meeting of their supporters to commemorate birth anniversary of freedom fighter Satish Chandra Samanta. The petitioner and supporters are expected to participate in the gathering at 3 p.m. today. 2.

It is submitted that a rival political party has decided to hold a protest/dharna at a distance of 20 meters from the venue of the petitioner's rally near Haldia Township Helipad Ground.

Learned senior counsel for the State Mr. Amitesh Banerjee has clearly indicated to this Court that the rival protest/dharna does not have any prior police permission. A confidential report of the S. P., D.I.B, Purba Mediniur has been placed before this Court.

This Court notices that the S. P., D.I.B, Purba Mediniur himself is monitoring the entire arrangement to ensure a peaceful gathering for the petitioner and his supporters.

Mr. Banerjee has also indicated that steps have been taken against a rival political party who is proposing to hold a dharna without any police permission. 6.

This Court appreciates the role of the Police and particularly the report of the S.P., D.I.B., Purba Medinipur.

Admittedly, Haldia Dock Complex Area is already under the C.I.S.F. Arrangement of co-ordination between the C.I.S.F. and the State Police must already be in place for a substantial period of time now.

Let such co-ordination continue even for the purpose of petitioner's rally today.

It is expected that the petitioner and her supporters shall hold a peaceful rally in terms of the permission already granted by the police and shall abide by all terms and conditions stipulated therefor. 10.

It shall be ensured by the police that there is absolutely no unauthorised activity takes place particularly unathorised protest and/or dharna. This could lead to any untoward incident and/or law and order issues.

The report of the S. P. being confidential, has been perused and is returned back to the learned senior counsel, Mr. Banerjee for the State in a sealed cover. 12.

The writ petition is disposed of.

There will be no order as to costs.

All parties are directed to act on a server copy of this order duly downloaded from the official website of this Court.
