1. Mr. Tarapada Das, learned counsel for the petitioner, Mr.

Nilotpal Chatterjee, learned counsel for the State and Mr. Sanjay Saha, learned counsel for the respondent no.4, are heard.

2. Singular prayer of the petitioner in this petition is to issue a direction to the competent authority to decide his representation/complaint dated 07.05.2025 (Annexure P-2). Apart from the complaint, there is no material filed to even prima facie highlight the nature of alleged illegality/irregularity.

3. On a specific query from the Bench as to why a writ of mandamus can be issued to the authority to whom complaint was preferred unless it is shown that such complaint is preferred under an enabling statutory provision and said authority is under an obligation to decide the same, no

answer is forthcoming. This court cannot undertake a roving enquiry merely on the basis of a compliant. Learned counsel for the petitioner has not shown any interest to file any supporting document to make out a prima facie case. Thus interference is declined. Petition is dismissed.
