Affidavit-of-service filed in Court today be taken on record.

All the petitioners participated in the recruitment process for the posts of Assistant Teachers in the recruitment process of the year 2009. They were all empanelled but their appointments were withheld with the remarks "RW". This means that the petitioners' credentials were subject to verification by the District Primary School Council, North 24 Parganas (in short 'DPSC, North 24 Parganas').

The petitioners were called upon to produce their documents in the review process by the Chairman, DPSC, North 24 Parganas.

It is submitted that on the date of hearing, the Chairman, DPSC, North 24 Parganas meet the petitioners. A person from his office took documents from each of the petitioners and were sent away. It is further submitted that the order of rejection of each of the petitioners have been communicated to them.

Since the petitioners' complain that they are entitled to be considered and treated similarly with other candidates whose documents were accepted and that they have not been heard, this Court directs the Chairman, DPSC, North 24 Parganas to give a personal hearing to each of the petitioners separately. 6.

The impugned orders rejecting the petitioners' application dated 13th April, 2023 shall stand set aside.

The petitioners shall be entitled to produce all relevant documents and explain as to why they should be considered under the Exempted Category and as to why their documents qualify them as Exempted Category Candidates.

Let a reasoned order be passed by the Chairman, DPSC, North 24 Parganas in respect of each of the candidates within a period of three months from date. 9.

Let separate notices be issued to each of the petitioners for hearing on separate dates.

10. With the aforesaid directions, the instant writ petition shall stand disposed of.

11. There will be no order as to costs.

12. All parties are directed to act on a server copy of this order duly downloaded from the official website of this Court.
