Without entering into the merits of the same, the instant writ petition is disposed of by directing the District Magistrate to consider the petitioner's representation in accordance with law at the earliest but positively within thirty days from the date of communication of this order. An opportunity of hearing shall be given to the petitioner for production of documents in support of his claim. A reasoned decision shall be passed and communicated to the petitioner immediately thereafter.

in the writ petition are deemed not to have been admitted by the respondents.
