From the report filed by WBSEDCL, it appears that the petitioner has also deposited the required quotation amount for the purpose of effecting the connection. However, the connection has not been provided due to objections raised by the petitioner's neighbours. The report indicates that a land dispute exists between the petitioner and his neighbours.

Despite proper service, respondent nos. 6 and 7 are not represented in these proceedings.

There appears to be no valid reason to withhold the domestic connection at the petitioner's premises. If there is a title dispute concerning the relevant land, such matters may be adjudicated by a competent Civil Court, irrespective of the provision of the electricity

connection. The petitioner's settled possession over the relevant property is not in dispute.

In light of the foregoing, this writ petition is disposed of with a direction to WBSEDCL to effect the electricity connection at the petitioner's premises within a period of one month from the date of this order, subject to the petitioner's compliance with all necessary formalities.

The Officer-in-Charge of Saktipur Police Station is directed to extend all necessary assistance to WBSEDCL in effecting the connection.

Accordingly, WPA 380 of 2025 is disposed of.
