1. Mr. Kaustav Banerjee, learned Advocate for the petitioner submits that the Sub-Divisional Officer, Chandernagore, held that the Hooghly Zilla Parishad is the appropriate authority under sub-Section (6) of

Section 160A of the West Bengal Panchayat Act, 1973 to conduct the proceeding. The petitioner participated in the proceeding before the Hooghly Zilla Parishad and argument on behalf of the petitioner has been concluded on 14th May, 2025. He seeks for specific direction upon the Hooghly Zilla Parishad to conclude the proceeding within a stipulated time period. He informs the Court that the next date is fixed on 11th December, 2025.

2. Mr. Ayan Banerjee, learned advocate representing the private respondent nos. 6 and 7 submits that the petitioner has also sought for adjournment before the authority concerned, which has delayed the proceedings.

3. In view of the above, the writ petition is disposed of by directing the respondent no. 3, the Secretary, Hooghly Zilla Parishad to dispose of the proceeding pending before it between the parties preferably within 15th January, without granting unnecessary adjournment to either of the parties in accordance with law.

4. With the above directions, the writ petition being WPA 22052 of 2025 is disposed of.

5. Since no affidavits have been called for, the allegation made in the writ petition is deemed to be not admitted.

6. Interim order, if any, stands vacated.

7. All connected applications, if any, stand disposed of. Re: WPA 31004 of 2024

8. Mr. Kaustav Banerjee, learned advocate for the petitioner submits that the petitioner does not intend to proceed further with the instant writ petition and seeks to withdraw the same. He files a written instruction of the petitioner dated 25th September, 2025, which is taken on record.

9. In view of the above, the writ petition being WPA 31004 of 2024 is dismissed as withdrawn.

10. Interim order, if any, stands vacated.

11. All connected applications, if any, stand disposed of.

12. All concerned parties shall act in terms of the copy of the order duly downloaded from the official website of this Court.

13. Urgent Photostat certified copy of the order, if applied for, be given to the parties on compliance of all necessary legal formalities.
