It appears that while the writ petition was first taken up by a learned Co-ordinate Bench on January 13, 2015, none represented the parties. On 13th March, 2015, another learned Co-ordinate Bench took up the matter and directed filing of affidavit-in-opposition as well as affidavitin-reply, in presence of the parties. But, it is reported by the concerned Department that no affidavit has been filed. While the matter was called on yesterday, none of the parties was represented before this Court. I feel that the petitioner is no longer interested to proceed with the writ petition on hand.

Accordingly, the writ petition is dismissed for nonappearance of the petitioner. ( Rabindranath Samanta, J.)
