Heard the parties.

The grievance of the petitioner is directed against the failure of the respondent CESC Ltd. to provide an electricity connection to the petitioner.

Pursuant to an earlier order of this Court dated 23rd March, 2021, CESC Ltd. has caused an inspection at the subject premises of the petitioner.

The respondent CESC is represented and submits that the petitioner should clear all the outstanding dues before fresh electricity connection is provided to him. In view of the fact that the petitioner seeks an essential service, the respondent CESC is directed to provide a fresh electricity connection to the petitioner within a period of three weeks from date upon compliance with statutory formalities in accordance with law.

The Officer-in-Charge, being the respondent No.3 is directed to provide all necessary assistance to the representatives of the CESC Ltd. in providing an electricity connection to the subject premises at the exclusive costs and expenses of the petitioner. With the aforesaid directions, WPA 7779 of 2020 stands disposed of.

However, there will be no order as to costs.

Urgent photostat certified copy of this order, if applied for, be supplied to the parties upon compliance with all requisite formalities.
