In the facts of the present case, since there is a claim that the petitioner is entitled to marks for a degree obtained and publications made it would be appropriate to request the Secretary of the West Bengal College Service Commission to consider the writ petition of the petitioner as a representation and to pass a reasoned order thereon. The Secretary, West

Bengal School Service Commission will give a reasonable opportunity of hearing to the petitioner. He is at liberty to hear such other parties and consult such documents that he deems appropriate. He will pass a reasoned order which he will communicate to the petitioner forthwith thereafter. It is expected that, the entire exercise is completed within a period of four weeks from the date of communication of this order.
