State of West Bengal and others Mr. Dipankar Mandal, Mr. Abdul Aziz Mondal .... for the petitioner Mr. Radhamohan Roy .... for the WBSEDCL Learned counsel for the petitioner contends that, when applying for a new electric connection, the Distribution Company charged an exorbitant amount, purportedly on the ground that there were huge arrear dues of the erstwhile consumer.

However, the petitioner denies having any nexus with the erstwhile consumer and, as such, it is contended that the petitioner has no liability to clear such previous dues.

However, since there is a specific redressal mechanism for complaints regarding billing, including on the ground taken in the writ petition, WPA No.8218

of 2020 is disposed of by granting the petitioner liberty to approach the concerned Grievance Redressal Officer with the same allegations as taken in the present writ petition. If so approached, the Grievance Redressal Officer shall decide the same upon hearing all interested parties, including the parties to the present writ petition, in accordance with law. There will be no order as to costs.

Urgent photostat certified copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities.
