It appears that the petitioner raised a bill dated June 27, 2012 in respect of a working order of 2011. The writ petition is of 2020. On the date of affirmation of the writ petition, the claim of the petitioner was barred by limitation. A writ court can direct the authority to decide a representation provided the authority is capable of doing so. In the facts of the present case, since the claim made by the petitioner is barred by limitation, it would be inappropriate to direct the authorities to decide the claim of the petitioner.

In such circumstances, WPA 8451 of 2020 is dismissed without any order as to costs.
