This matter pertains to Jalpaiguri Circuit Bench and is taken up for hearing since the Bench is not functioning today.

The petitioners participated in the process of recruitment to the post of Anganwari Helpers in the year 2010. The petitioners pray before this Court for a direction on the respondents to publish panel in spite of the delay of 10 years in approaching the Court. Counsel for the petitioners relies upon various orders passed by this Court in respect of other petitioners and submits that the selection procedure was altered and changed from time to time. It is also submitted that this Court had one point of time stayed the selection process. The said orders have been passed in proceedings taken out by other persons.

This Courts notes that the petitioners never approached this Court until 2020 and that too ten years after participating in the selection process. This Court also notes that the petitioners are fence sitters and have been waiting for the results of other proceedings. No relief can be granted to the petitioners in view of inordinate delay and latches in seeking remedies.

The writ petition must fail and is hereby dismissed for delay and laches.

There will be no order as to costs.
