The petitioner along with five others had applied to West Bengal State Electricity Distribution Company Limited (In short, "WBSEDCL") for a joint connection to operate a submersible pump. The request letter in Bengali language signed by six persons with a receipt stamp of 26th March, 2016 is at page 12 of the writ petition. The application under WBSEDCL ProceduresA (2010) was made on or about 26th March, 2016, but signed only by the petitioner The petitioner says that WBSEDCL had verbally informed the petitioner that the new connection can only be given after installation of a 25 KVA transformer. Subsequently, the transformer has been installed and the petitioner says that he is entitled to get a connection. Despite a considerable time period having elapsed in between, the petitioner still needs the connection and intends to operate the submersible pump through such connection.

On behalf of WBSEDCL, it is submitted that the petitioner can be given connection, but the same shall be on rotational basis that is for a particular season as per the policy decision of WBSEDCL.

Considering the materials on record and the submissions made on behalf of the parties, WBSEDCL is directed to grant electricity connection to the petitioner on rotational basis that is for a particular season in a year as per its policy decision subject to other statutory compliance by the petitioner. The connection has to be effected within a period of three weeks from date. WBSEDCL shall raise all bills and invite the petitioner to pay any amount as may be required well-in-advance of the expiry of three weeks period from date and only after deposit of the money by the petitioner, the connection will be given by WBSEDCL.

The writ petition is disposed of accordingly without any order as to costs.

Since I have not called for any affidavits, allegations made in the writ petition are deemed to have not been admitted.
