(Via Video Conference) Mr. Rabiul Islam ...for the petitioner The petitioner was admittedly a CIVIC Volunteer engaged in a contractual basis. He absented himself for a period of six months from October 2016 to February 2017. The petitioner claims to have made an application before the Superintendent of Police, Murshidabad on March 28, 2017, which has not been considered.

This Court is of the view that the petitioner, who is a CIVIC Volunteer and appointed on a contractual basis, cannot afford to absent himself for the period referred to hereinabove. The grounds for absence, is a family dispute, which is untenable. The writ petition itself is hopelessly barred by delay and laches since the petitioner's representation to the Superintendent of Police, Murshidabad is dated March 28, 2017.

In those circumstances, no relief can be granted to the petitioner.

Accordingly, the instant writ petition shall stand dismissed.

There shall be no order as to costs.
