1. Affidavit-of-service filed in Court today, is taken on record.

2. The writ petition is disposed of with a direction upon the panchayat authorities to ensure that the petitioner also enjoys the water supply given by the panchayat authorities to all persons in the locality. However, any private dispute between the petitioner and the respondent nos.8 to 11 cannot be looked into by the authority. All that the panchayat authorities and the local authorities are required to ensure is that, the common water supply line is operational and all the villagers are in a position to avail of that water.

3. With regard to the case and counter-case lodged by the petitioner and the private parties against each

other, it appears that the investigations have been completed and charge-sheets have been filed.

4. Under such circumstances, nothing remains to be decided in this writ petition. The remedy of the petitioner to approach a civil court is left open.

5. Accordingly, the writ petition is disposed of.

6. However, there will be no order as to costs.

7. Parties are directed to act on the basis of the server copy of this order.
