Mr. Subhasish Misra.....for petitioner The petition was filed on 01-10-2019 at the Principal Bench, Kolkata. The petition was thereafter transferred to this Circuit Bench and registered on 1601-2020. On 02-03-2020 when the matter is taken up, the learned Advocate for the petitioner submits that service has not been completed. On enquiry it reveals that no copy of the writ petition has yet been sent to any of the three respondents made party to the proceedings.

It is apparent that the writ petitioner is absolutely reluctant in proceeding with the matter otherwise he would have taken expeditious steps, at least to dispatch the writ petitioner.

Noting the conduct of the writ petitioner, the writ petitioner does not warrant any further adjournment.

The writ petition is dismissed as the writ petitioner is not in a position to move this application apart from non-service.
