The matter had appeared on an earlier occasion when the petitioner was unrepresented. Pursuant to an order dated 14th September, 2023, the Municipal Commissioner has filed a Report. It appears from the Report filed by the Municipal Commissioner that the sanction letter dated 2nd July, 2018 contains a false signature of the Commissioner. It further appears from the Report that a complaint has been registered with the police authorities and an investigation is being conducted.

In view of the repeated non-appearance of the petitioner, WPA/125/2021 stands dismissed for default.

Liberty is granted to the respondent Municipal Corporation to take all necessary steps in accordance with law.
