The grievance of the petitioner is that his application for registration of his E-Rickshaw has not been considered by the concerned authority.

Pursuant to the direction passed in this writ application on February 18, 2020, Additional Regional Transport Officer, Siliguri has submitted instruction in connection with this case. The said instruction suggests that though the petitioner submitted Form No.22, Purchased invoice and address proof for registration of the E-Rikshaw, he was required to submit the following documents also to process the registration:

a) Form No. 19 ( trade certificate for registration purpose);

b) Form No.20 (application for registration to RA); c) Form No.21 (original sales certificate) and d) original insurance certificate on the date of purchase.

In view of the aforesaid stand of the respondent authorities, the writ petition is disposed of with a direction upon the petitioner to furnish the aforesaid documents before the concerned Regional Transport Authority, Siliguri within a period of four weeks from date.

Upon submission of such documents the concerned Regional Transport Authority will take a decision for registration of the petitioner's E-Rickshaw within a period of two weeks from the date of communication of this order. The decision will be communicated to the writ petitioner within a period of one week from the date of taking such decision. The writ petitioner being WPA 301 of 2020 is disposed of without any order as to costs.
