The writ application has been preferred praying for consideration of the representation dated 19.01.2026 and 04.02.2026 preferred by the petitioner herein before the respondent no. 2. 2.

The learned counsel appearing for the respondent/State has filed report and submits that the matter has already been decided and a report to that effect is placed before the Court. 3.

The petitioner has filed his exception to the said report.

Learned counsel for the petitioner submits that the report as submitted before the Court by the State has been prepared without giving any opportunity of hearing to the petitioner and his

grievance has not been considered by the respondent no. 2 while placing the report, 5.

Considering the said facts and circumstances, the writ application is disposed of with the direction that the respondent no. 2 shall consider the representation dated 19.01.2026 and 04.02.2026 and the petitioner is at liberty to raise all the issues raised in the writ application including his exception before the respondent no. 2 in course of hearing. The respondent no. 2 shall grant an opportunity of hearing to the petitioner upon proper notice and all other stake holder. One of them being the respondent no. 7 whose cancellation of licence is prayed for by the petitioner by passing a reasoned order, within 60 days from the date of this order, in accordance with law.
