The recruitment process initiated by the Jalpaiguri Municipality in the year 2017 is yet to be concluded. The petitioner participated in the said recruitment process.

It appears that a communication was made by the Director of Local Bodies to the Chairperson, Jalpaiguri Municipality vide communicating letter dated 29th September, 2023 requesting the Municipality to submit fresh proposal for filling up of different posts. 3.
It appears from the documents annexed to the writ petition that the Municipality had earlier forwarded all documents to the Director of Local Bodies long back.

The Municipality is directed to take steps in response to the communication dated 29th September, 2023 without any further delay.

The Court expresses anguish on the conduct of the respondent authorities to conclude the recruitment process which was initiated and is pending since 2017.

The respondent authorities are directed to conclude the recruitment process without any further delay but positively within a period of sixty days from the date of communication of this order.

In the event the authorities are not agreeable to proceed with the recruitment process, then the same shall also be notified so that the job aspirants get to know the fate of the examination in which they participated.
8.
The instruction forwarded by the Director of Local Bodies be retained with the records.
9.
The writ petition stands disposed of.

Urgent certified photo copy of this order, if applied for, be supplied to the parties expeditiously on compliance of usual legal formalities.
