The petitioner says that on 3rd January, 2014 the petitioner made an application to the District Magistrate, Cooch Behar for allowing him a licence for a Pistol. The said application is still pending despite repeated reminders and requests from the said writ petitioner.

The State is represented and says that certain serious aspects are needed to be considered before granting fire arms licence to the petitioner as the petitioner complains of being threatened by an extremist organization.

I dispose of this writ petition directing the District Magistrate, Cooch Behar to consider the petitioner's application for grant of Pistol licence within a period of three months from the date of communication of the server copy of this order. The concerned District Magistrate, being

respondent no. 5 shall give the petitioner a personal hearing and shall dispose of the application with a reasoned order.

There shall be no order as to costs.

Urgent Photostat certified copy of this order, if applied for, be supplied to the learned advocates appearing for the parties on compliance of all requisite formalities.
