In this writ petition the petitioner has prayed for a direction upon the concerned respondent authority to issue a no objection certificate for using R.S. Plot No. 6007 for the purpose of establishing a Bangla Sahayata Kendra (Bangla Assistance Centre) which, according to the petitioner, is a vacant land belonging to the Public Works Department.

Petitioner submitted a representation through the learned Advocate's letter dated January 29, 2024 praying for permission to use and occupy the said land temporarily.

The grievance of the petitioner is that no decision on such representation has been communicated to the petitioner till date.

Heard the learned Advocates for the respective respondents on such submission.

Considering the submissions of the learned Advocates for the parties, WPA 630 of 2025 is disposed of by directing the Superintendent Engineer, North Bengal Construction Circle -II, Public Works Directorate, Jalpaiguri being the 2nd respondent to consider the prayer of the petitioner contained in the representation dated 29th of January, 2024 and to dispose of the same by passing a reasoned order in accordance with law after giving an opportunity of hearing to the petitioner or his authorised representative.

Needless to mention that such reasoned order shall be communicated to the petitioner immediately thereafter. The entire exercise shall be completed by the said respondent as expeditiously as possible but positively within a period of six weeks from the date of receipt of a server copy of this order along with a copy of the representation dated 29th of January, 2024.
