The petitioner prays for a direction on the respondent no. 2 being the West Bengal Board of Primary Education, to issue a "Certificate of Bridge Course" in respect of the petitioner who had taken the one year bridge course examination as an In-service Teacher for the Session 2012-2013.

Learned counsel for the petitioner submits that as per the NCTE Notification dated 3rd August, 2010 and Clause (iv) proviso a candidate has to complete his academic career of Higher Secondary Examination with 50% marks. The relevant portion of the NCTE Notification dated 3rd August, 2010 is quoted below:

"it may further be clarified that if a candidate is deficit in both academic and teacher training qualification, he/she will be allowed to pursue both courses simultaneously on the condition that final

examination result of teacher training course will be withheld till attainment of 50% marks in Higher Secondary Examination."

Counsel submits that the petitioner has completed the Bridge Course from Falakata B.Ed College as is evident from the Admit Card annexed to the writ petition and the result of the course has already been published. Learned counsel for the petitioner relies upon an order dated 30th January,2019 passed in W.P.24424 (W) of 2018 (Monirul Hoque -vs- State of West Bengal & Ors.) where on similar facts the Secretary, West Bengal Board of Primary Education had been directed to declare the result of the petitioner of one year Bridge Course examination without any further delay.

The State is represented.

Having considered the case of the petitioner and particularly the order passed in (Monirul Hoque -vs- State of West Bengal & Ors.) this Court deems it fit to direct the respondent no. 2, being the Secretary, West Bengal Board of Primary Education to issue the Certificate of Bridge Course to the petitioner in respect of the Bridge Course completed by the petitioner for the Session 2012-2013 within a period of fortnight from today. It is indeed

unfortunate that although the result was published on 23rd April, 2014, the respondent no. 2, has not issued the certificate of Bridge Course to the petitioner for more than five years. The certificate should be issued to the petitioner within the time as directed and without any further delay.

W.P.A.413/2019 is disposed of in terms of the above.
