The parties are not represented online on the third consecutive day, today.

The petitioner is aggrieved by grant of absolute rights to develop land of the North-East Frontier Railway being Plot NO. RITES/PD/NF/32/06. He complains of gross irregularity in the development agreement entered into by the North-East Frontier Railway with the said M/s. PCM Cement Concrete Private Limited.

The petitioner has prayed for investigation by the State Police and CBI into such allotment of land for development of construction.

This Court does not see any individual interest of the petitioner in the said contract. Even in the list of dates set out in the writ petition, the petitioner has claimed to be a public-spirited person.

This Court finds that the writ petition cannot be entertained under Group-IX. The petitioner, if at all, may file a Public Interest Litigation.

The instant writ petition shall stand dismissed. There will be no order as to costs.

All parties are directed to act on a server copy of this order on usual undertakings.
