The respondents were required to publish the tender notice in national and local newspapers which has not being done.

It appears from the representation itself of the writ petitioner that as many as 40 applications have been received by the office of the District Programme Officer, ICDS, Alipurduar.

This court is unable to accept that the writ petitioner did not have specific notice of the NIT. In any event, in terms of the notice dated 30th July, 2021 sufficient publication has been made in one national newspaper and one vernacular newspaper for proper publicity. In view of the above, this Court is not satisfied with the claims made in the writ application.

The writ petition fails and is hereby dismissed. There shall be no order as to costs.
