1. The present writ petition has been filed, inter alia, praying for a direction upon the respondents to disburse the legitimate dues in the form of outstanding bills. The petitioner claims to have executed certain works for construction of Plinth Protection, Veranda Protection Grill, Putty Colour at Bharat Nirman, Rajib Gandhi Seba Kendra, BDO office, Nagrakata as would morefully appear from the document dated 30th January, 2013 counter signed by the Executive Engineer, Nagrakata Panchayat Samity, Nagrakata, Jalpaiguri. The petitioner would contend that the petitioner had executed the job whereupon a completion certificate had been issued by the Junior Engineer, Nagarkata Development

Block. Notwithstanding the aforesaid, the petitioner's bills have not been cleared.

Although, the petitioner has made representations from time to time. Such representations have remained unanswered.

2. Having regard to the aforesaid, and upon hearing the advocates for the parties, I am of the view that the BDO should decide on the petitioner's representations , in particular, the representation dated 9th June, 2025 appearing at page-18 of the writ petition by providing opportunity of hearing to the petitioner and by disposing of the same by passing a reasoned order.

3. It is made clear that this Court has not gone into the merits of the petitioner's claim. The concerned BDO shall decide the representation being uninfluenced by any of the observations made herein.

4. The writ petition is accordingly disposed of.

5. There shall be no order as to costs.

6. Urgent certified photo copy of this order, if applied for, be supplied to the parties expeditiously on compliance of usual legal formalities.
