Mr. Deborshi Dhar Ms. Sutapa Sen Ms. Taniya Bhowmik ....for the petitioner Mr. Subir Kumar Saha, AGP Mr. Kumar Shantanu ....for the State Mr. Bodhisatya Ghosh ....for the respondent No.8 Affidavit of service filed in Court today is taken on record. The petitioner has challenged the action of the Union Bank of India by debit freezing the bank account of the petitioner. Mr. Saha, learned Additional Government Pleader files the report of the Deputy Superintendent of Police, Cyber Crime Wing, West Bengal dated September 8, 2025.

After going through the said report, this Court finds that the respondent authorities on perusal of NCRP portal ascertained that the freezing of the bank account was not effected by the West Bengal Police Authorities and debit freeze in respect of the accounts of the petitioner was carried out by the Investigating Officers of South CEN Crime Police Station, Bangalore City

District, Karnataka and Cyber Police Station South Region, Brihan Mumbai City District, Maharashtra.

Upon enquiry it was found that two bank accounts of the petitioner, namely, Union Bank of India and HDFC Bank were freezed pursuant to separate complaint registered on NCRP portal pertaining to the State of Karnataka and State of Maharashtra. Since the Cyber Crime Wing, West Bengal did not issue the debit freeze order and the authorities passing the order for debit freezing the account of the petitioner are not parties in this writ petition, this Court is not inclined to grant any relief to the petitioner in this writ petition.

The learned advocate for the State is directed to supply a copy of the report dated September 8, 2025 to the learned advocate on record of the petitioner in course of this day. With the above observation, the writ petition stands disposed of leaving the petitioner free to take appropriate steps in accordance with law.
