On hearing the learned counsels for the parties and considering the materials on record, the writ application is disposed of with the direction that the respondent nos. 3/5 shall consider and dispose of the petitioner's application dated 20.06.2023, within 60 days from the date of communication of this order on hearing the petitioner and all other stake holders by passing a reasoned order.

The petitioner is at liberty to raise all the issues raised in the writ application before the respondent no. 3 in course of hearing.
