The petitioner participated in a recruitment process for the post of primary school teacher which was initiated in 2009. The allegation is that the petitioner was not empanelled although she had performed well at the interview.

The writ petition has been filed after 12 years from conclusion of the recruitment process. The allegation is based totally on the petitioner's self-assessment. Although the petitioner claims that two persons who had obtained lower marks at the written examination were selected. Neither is such pleading available in the writ petition nor is such allegations supported by any cogent evidence. The said selected candidates have not even been impleaded as respondents in this proceeding.

Moreover, even if the two candidates had been

awarded lower marks at the written examination they might have fared better than the petitioner at the interview.

As such, the presumption and assumption of the petitioner does not persuade this court to issue a mandamus directing the authorities to set aside and/or cancel the appointment of the selected candidates 12 years after they were selected.

The court does not find any merit in this petition. There is no explanation for the delay in filing the writ petition. The allegations are also vague and unfounded.

Hence, the writ petition is dismissed.

However, there will be no order as to costs.

All the parties are directed to act on the basis of the server copy of this order.
