In response to the notice dated September 26, 2023 published by the District Magistrate, Jalpaiguri for engagement of Guest Teachers in Government School/Government Aided School/Government Sponsored School/Private unaided English Medium School, the petitioner had applied for such engagement in a Hindi Medium School but was not selected. The petitioner is challenging the selection of the respondent no. 10 on the ground that he does not have the Hindi Medium background, a requisite criteria for the said engagement.

Mr. Barman, learned advocate for the State files the instruction dated November 25, 2024, which he has received from the District Inspector of Schools (SE), Jalpaiguri, the

respondent no. 5 herein, wherefrom it appears the Gazette Notification dated September 20, 2016 stipulates that a candidate, for the post of Guest Teacher in Hindi Medium Upper Primary Level of Schools, must have Hindi as a First or Second or Third Language at Secondary Level of the Board or equivalent or at Higher Secondary Level of the Council or equivalent.

It appears from the record that the respondent no. 10 had Hindi as a Third Language in Madhyamik Pariksha(Secondary Examination), therefore the objection of the petitioner to the engagement of the respondent no. 10 is not sustainable.
