Learned advocate appearing for the respondent authorities is yet to receive instruction.

It has been submitted that as the matter relates to the year 1985, the records are not readily traceable. Time has been sought for tracing out the records. Without the necessary instruction from the respondents, the matter cannot be decided conclusively.

The representation of the petitioner is pending consideration before the Public Health Engineering Directorate.

In view of the above, the present writ petition is disposed of by directing the concerned authority being the respondent no.4 herein to take steps to consider the

representation filed by the petitioner on 23rd June, 2009 followed by the legal representation dated 1st September, 2021.

An opportunity of hearing shall be given to the petitioner or his authorized representative to produce documents in support of his claim.

reasoned order shall be passed and communicated to the petitioner.

Steps shall be taken in the matter at the earliest, but positively within a period of ten weeks from the date of communication of this order.

It is made clear that this Court has not entered into the merits of the claim of the petitioner and all points are left open to be decided by the aforesaid respondent at the time of consideration of the representation of the petitioner.

The writ petition stands disposed of.
