1. The petitioner is granted liberty to challenge the order impugned before the appellate authority.

2. Learned Advocate for the West Bengal State Electricity Distribution Company Limited submits that the petitioner's challenge is barred by limitation and the petitioner is not entitled to any relief, on the ground of delay.

3. However, there is a provision for appeal. The petitioner may avail of such provision.

4. The point of delay taken on behalf of the WBSEDCL may be raised before the appellate authority.

5. Accordingly, the writ petition is disposed of.

6. There shall be no order as to costs.

7. Parties are directed to act on the basis of the server copy of this order.
