1. Affidavit is filed in court taken on record.

2. The petitioner submits that the State Administrative Tribunal is not functioning, and as such, the writ petition maybe entertained by the court.

3. Under such circumstances, the writ petition is entertained and disposed of by directing the respondent no.4 to decide the representation filed by the petitioner in accordance with law.

4. A reasoned order shall be passed and communicated to the petitioner within a period of 8 weeks from date.

5. It is made clear that this writ petition is only entertained on the specific undertaking before this court that the State Administrative Tribunal is not functioning at that moment.

6. There shall be no order as to costs.

7. Parties are directed to act on the basis of the server copy of this order.
